Krugman, the Times Oped Page, and Obama

Will someone please explain to me why Paul Krugman has it in for Barack Obama? And why the Times oped page continues to devote its prime real estate to Krugman’s repeated attack? Here he is again today, for the third time in two months, excoriating Obama for compromising too much with insurance companies and drug companies in his health care plan, without mentioning that (1) HRC’s health care plan compromises at least as much, (2) all the leading Democratic plans are basically the same apart from mandates, which would apply to a tiny fraction of the currently uninsured, and (3) Obama’s may be marginally better than HRC’s if he’s correct in judging that the most of the currently uninsured couldn’t afford to pay HRC’s mandate anyway.

My take on PK is that he's great on policy (and he is great!) but lacks political aptitude. On NPR the other night in an interview he was talking about how conservatives "haven't really sold their economic agenda to the American people" or words to that effect.

I don't know what reality he's living in - maybe they haven't sold it to many people in the NYT op-ed pages. But as an organizer, the single thorniest problem I have is the fact that conservatives own so many folks' economic thinking all the way down to the common-sense and practically down to the molecular level.

It's a huge problem, and for him not to be aware of it is troubling. No idea why he's got Barack's number though.

I do have to wonder how many high fives Mr. Krugman gets from the Hillary camp after every one of his anti-Obama pieces, though.

Dear Readers, Myself and Notsofast, have argued about SOCIALISM and HONEST-CAPITALISM and SOPITALISM now it is clear again why AMERICA is confused. Because AMERICA is fed this nonsense of Hillaris Healthcare or so and so Healthcare Plan is betteer and worse and it help 3% and it not help 69% and it goes on and on... Are not you sick yet with you being teated like you are an intellectual and moron and do not understand that we do not need anybodies plan. No plans please not from DEMS not from REPS. And DEMS/REPS are just fighting to take as much of it as possible and give to their "patrons" while giving you all kinds of plans you do not need.

Dear Reader Pleas wake up before it is too late and DOLLAR is destroyed and Country too with it. Cause there is not country after the CURRENCY is debased.

I wish that Prof. Reich would include Edwards's healthcare plan in his discussion of those by HRC and Obama.

Krugman isn't writing about HRC; he's writing about Edwards and Obama. Although I like Obama, I do think Krugman has some valid points. And at least he's keeping Edwards in the picture, because Edwards remains a legitimate candidate.

A much-needed post! I had the same questions in my mind as your post has. I can only see Krugman's obsession with Obama as being motivated by some callous self interest. I have long liked his columns-I appreciated his partisanship on the questions of Iraq war, Bush policies and the like. I continued to enjoy his writings in spite of (as I commented elsewhere) his wrong prognosis of East Asian growth and his flip flopping on the effect of free trade on American wages. But he has lost my respect.

What is telling about Krugman and the whole HRC camp is the lack of honesty about a mandate's ability to cover everyone. it doesn't work with mandated car insurance and the evidence in Mass. is that it won't work with healthcare either.
in the past, i've opted for not having car insurance and healthcare at times b/c i had to chose between rent/food and insurance. the poor will always chose shelter and food no matter how large of a fine is imposed for not having insurance.

Krugman/HRC's inability to be honest with us upfront is the same old politics the American people are tired of.

Obama's understanding that the American people, rather than being forced to be insured should be encouraged is the better approach...and the more honest approach.
This is why more and more Americans are siding with Obama. Nobody expects a perfect plan to tackle the problems we face. But we do expect honesty.

oh yeah, Robert Reich i admire your independent honesty in this debate regardless of where this puts you with old friends.

I read that Krugman does not have children---after i read that he had a son working for hillary. My instinct makes me think he has no children---but---there is the Reid precedent---so---are there any situations blemishing his objectivity?

It was duly pointed out that Robert Reich has a history of conflict with the Clintons---the 2002 Mass governor's race seems significant.

Reich's conflicts seem to have to do with Dick Morris and Bill Clinton's pragmatic abandoning of the democrats in the mid nineties---the use of Krugman seems suspiciously convenient to parry that reality.

Obama
is a new hope for America.

however, there are hundreds of millions of people in poor countries who plan to become undocumented immigrants to the US.

Obama refuses to say what he will do about undocumented immigrants that arrive after he is sworn in to the presidency.

He is evading the issue.

I wish he would show some leadership and explain how he will deal with this influx.

In short, Obama is a deviation from progressive movement. If I understand Krugman correctly, mandate issue is minor, but Obama's stand on social security and how he argues against mandate convinced Krugman that Obama doesn't understand progressive movement and what it has been fighting for and against.

On health care, Krugman consider it the center piece of current progressive movement, and apparently to Krugman, Obama is the wrong person to deliver it.

THE attacks really tarnish Krugman's credibility and not simply for the excellent reasons Bob Reich cites, but because they are so clearly without reason and uncharacteristic of Krugman's body of work. Put another way Krugman is doing what he rightly accuses the Bush administration of doing - gaming the numbers and shading the truth.

Obama has made a habit of using Republican rhetoric to attack other candidates including Hillary and Edwards. In doing such, he lends credibility to the right. It is a major mistake and I am glad that someone is calling him on it.

Re: Paul Krugman

He’s hardly a progressive but rather a great defender of capitalism. He wants to put a happy face on the free market by tinkering around the edges all along denying its massive flaws and profound injustice. As a scholar, he seems to be well-respected but as a public intellectual, he’s nothing more than a partisan hack.

Here’s a jewel from Paul Krugman: “The world is an unfair place. “Wealthy countries tend to be blessed on all counts. Not only are they rich, but they generally have stable and effective governments.”

He forgets to add that they achieved their wealth through a process of genocide and exploitation. Only when he proclaims that people and humanity should be placed above profits, should he be taken seriously.

Is it possible for you to request some space in the NYT to respond to Mr. Krugman directly in an Op-Ed piece. I think it is a necessity to address Krugman's rants directly. As a former Labor Secretary, your words would hold a good deal of weight.

I have long been a reader of Krugman. His attacks on Obama really turned me off and led me to search out new sources of economic commentary, which is how I ended up here. A serendipitidous find I am completely happy with. I agree with Tauren that it would be great if you were given an opportunity to address Krugman's disengenuity on the NYT oped page. The heck with single-issues and the heck with the horse race. We're in trouble so deep that this one election (remember Clinton's) needs (more than ever?) to be analyzed in a larger context -- Krugman's point exactly:

"As health care goes, so goes the rest of the progressive agenda. Anyone who thinks that the next president can achieve real change without bitter confrontation is living in a fantasy world.

I am a chronically ill patient (Crohn's Disease). My state has a pretty good high risk pool, which works for the most part, but needs minor adjustments. I am insured.

I know some people that work within big insurance. They're on the Clinton band wagon. It tells me that the mandate is nothing more than a handout to them.

The issues I have, as a patient, with Senator Clinton's plan, is how am I going to be addressed? I am a catastrophic case that not insurance company in their right minds wants on their roles. If I am going to be forced to purchase health care at the price they set, I'm looking at $1,500 a month in premiums alone based on my medical history.

That is utterly ridiculous. Further, the real problem with insurance is that nobody can afford it. There are a myriad of reasons for this: high doctor's fees, higher medical school tuition/student loans, unpaid medical bills at hospitals, malpractice lawsuits, a lack of preventative care that causes diseases to snow ball out of control before treatment is given, resulting in greater expense. And the list goes on.

Clinton's plan does virtually nothing to reduce costs--and therefore premiums. A mandate on working Americans with health insurance without a subsidy is a back door tax increase, and back door corporate welfare for big insurance.

Yes, Obama doesn't have a mandate. But he acknowledges that cost is a central problem to health care in America. His plan, like the rest of them, is probably overly ambitious, can't get through the Senate, and therefore isn't that great.

I personally believe that John Kerry had it right. Get the catastrophic cases, which account for between 60 and 80 percent of the cost, out of the system. Roll people like me into the federal employees health insurance plan; subsidize our care so that the employer doesn't have to pay more than 100% of whatever the premium would be for the worker's age. Completely eat the cost of insuring unemployed and disabled people with chronic illnesses. All told, this would probably cost $50 billion or so, less than Iraq. And it'd have a chance of getting through the Senate, as it's hard to oppose sick people.

If that happened, premiums would go down. Without the worst cases on their rolls, the insurance companies would be forced into competition with each other. Lower premiums would mean that more businesses could afford to provide insurance for their employees, granting access to care for many.

Also needed is stringent laws against the insurance industry's latest practice: BS denials, where they hope very ill patients will be too depressed to appeal refusal to pay for medically necessary care. Allowing the actuary at the insurance company to decide what is and isn't necessary should be replaced by this system: 5 doctors sign off that a procedure is necessary. Then it gets approved. We need give the power to make medical decisions back to the doctors.

The current system is very screwed up. It creates dramatic inefficiencies and disparities in care. For instance, a cancer patient without insurance pays twice as much out of their pocket for about half the care as an insured patient. Doctors so fear being sued that they often send people to medically unnecessary MRIs (this is a big problem for doctors that see cancer patients, as there is a completely normal anxiety among survivors).

Single payer would cost $6,700 per person in 2005 dollars. It would probably be the ideal solution. But it isn't a practical one. I want a solution that takes the power out of the hands of big insurance, and lets my doctors do their jobs. I also want a solution where the chronically ill don't have to fight insurance just as hard--or harder--than they fight their disease. Neither Clinton's or Obama's plans are that great. But, from the perspective of a patient, Obama's is clearly the better of the two.

The worst plan--because he calls for the garnishment of wages if one can't afford premiums--comes from John Edwards. From a patient's perspective, that's a non-starter.

It would appear to me that his issues are more academic, pointing out flaws in Obama'a arguments and statements, where your's about HRC certainly seem more political, if nor personal.

Don't you find it just a little bit strange that Krugman waited all year to voice his opinion against Obama? Why would a NY Times columnist wait all this time to make his opinion known? Particularly against a Democrat who has momentum and is leading in several polls? It's not that difficult to see who Krugman is supporting.

Would Hillary make a good president?

“My two cents' worth--and I think it is the two cents' worth of everybody who worked for the Clinton Administration health care reform effort of 1993-1994--is that Hillary Rodham Clinton needs to be kept very far away from the White House for the rest of her life. Heading up health-care reform was the only major administrative job she has ever tried to do. And she was a complete flop at it. She had neither the grasp of policy substance, the managerial skills, nor the political smarts to do the job she was then given. And she wasn't smart enough to realize that she was in over her head and had to get out of the Health Care Czar role quickly.
So when senior members of the economic team said that key senators like Daniel Patrick Moynihan would have this-and-that objection, she told them they were disloyal. When junior members of the economic team told her that the Congressional Budget Office would say such-and-such, she told them (wrongly) that her conversations with CBO head Robert Reischauer had already fixed that. When long-time senior hill staffers told her that she was making a dreadful mistake by fighting with rather than reaching out to John Breaux and Jim Cooper, she told them that they did not understand the wave of popular political support the bill would generate. And when substantive objections were raised to the plan by analysts calculating the moral hazard and adverse selection pressures it would put on the nation's health-care system...
Hillary Rodham Clinton has already flopped as a senior administrative official in the executive branch--the equivalent of an Undersecretary. Perhaps she will make a good senator. But there is no reason to think that she would be anything but an abysmal president“.

I think Krugman sees himself as acting in the Democratic party's best interest. I think he is going after Obama because he believes that in the end Clinton is going to win the Democratic nomination and Obama's criticism of her now will be used against her in the general and later when she is trying to implement her agenda as president. I think Krugman thinks that all of the Democrats need to unite behind a message and a candidate and I think he sees Clinton as inevitable so he's trying to unite everyone behind her message. I'm guessing that he wouldn't have that much of a problem with Obama's approach if he thought that Obama would be the nominee, but he doesn't think Obama's going to be the nominee so he wants him to stop making waves.

Somewhat off-topic: I think Krugman is way off base when he accuses Obama of echoing rightwing talking points. Will the Republicans attack the mandates in Hillary's plan raising some of the same points Obama has? Undoubtedly, but not because Obama is attacking Hillary from the right, in fact opposing the imposition of a regressive mandate policy is a more populist/liberal approach. The reason the Republicans will use those talking points is that they will throw every available argument, left, right, up or down, at Hillary in order to derail her plan. And as far as Obama's Social Security plan goes, when was the last time you heard a Republican suggesting that the cap be raised on the payroll tax? Obama isn't echoing conservative talking points. He's hoisting conservatives by their own petard. In fact, I saw Stephen Moore on Larry Kudlow's show with Robert several weeks ago adressing Obama's plan by saying that raising the cap wasn't necessary because most projections show there won't even be a shortfall. Sounds like the rightwing is now echoing Paul Krugman!

I find this entire discussion fascinating. Krugman's allegiance aside, I think if we adopt the Health Care plans proposed by the Big-Three-Electables little if anything will truly change. Each of the front-runners offers a strategy that caters to Insurers and Pharmaceuticals.

Americans happy with their coverage will continue to believe all is well until they too feel the pinch, and they will. Each year medical premiums increase; the price paid for prescriptions rises. Less is covered. The cost of medical services skyrockets. Companies cut or forego employee benefits. When profits fall, staff is eliminated. Without a paycheck, how will people pay for mandatory health care?

Even if the fees are reduced, how does one who can barely afford the staples pay for medical insurance. The candidates wish we would believe as most do. Only the impoverished are without insurance. We are told the poorest will be covered in the Clinton, Obama, or Edwards plans. However, even if they are millions will remain uninsured. Many more will be underinsured. In actuality, contrary to the spoken script none of the three presents a Universal Health Care plan. [Edwards admits this on his website.]

Recently, I decided to disclose the nasty little secret I carried for oh so long. I exposed the taboo topic. For all but a year of my adult life I experienced what most rather not believe. I was uninsured. "You would never know it to look at her."

Certainly the conservatives need no lessons in attacking any Democratic proposal, I don't believe that is Krugman's problem. Left alone as merely conservative ranting over philosophical disagreements the issue falls into a potpourri of differences, however, since their is popular support for some kind of improvement in health insurance, the Reps will need to muster something beyond just their political views; ergo, video clips of Obama criticizing mandates or TV ads showing quotes from Obama with voice overs proclaiming that even leaders in her own party disagree with her.

On Social Security, there may be factions of the conservative party who argue that nothing needs to be done but they are not the mainstream. Conservatives still dream of destroying SS and it will raise it's head again, likely in the general election campaign. I think Krugman's point here was leave sleeping dogs lie and let the Reps bring up the issue cold and then parry. Raising a seemingly nonissue coupled with a proposed tax increase in the primaries does not appear strategically bright.

Having read your books I find it to beyond belief that you would come down on the side of Mr. Obama on the health care debate. Much of your work centers on the theme that America needs to rediscover a set of values where we uphold a social contract type agreement where everyone understands their obligations to one another and to the collective good. The heart of the social contract is shared costs and shared benefits. This is also the heart of the progressive message. This is also exactly what a mandate for health care represents. It is a HUGE DEAL! For you to claim to not understand that makes me believe that everything I read in your books was not sincere. Getting everyone health care is not enough. Getting everyone to understand that we all have an obligation to share in the process of providing health care for everyone else is absolutely fundamental to restoring a decent society. Only a plan that promotes shared responsibility like the Edwards and Clinton plans, rather than individual responsibility like the Obama plan is a victory. I am sorry to see your personal biases have caused you to betray the values you claim to stand for.

Wrt Brad DeLong and HRC, Delong revisited his earlier opinion a few months ago:I am, I think, not fair to Hillary Rodham Clinton. Her people say that if all she had done was 1993-1994 Health Care Reform, it might be fair to argue that she would be "abysmal." But she has done an awful lot more over the past fifteen years, and done almost all of it very successfully. It's the disaster of 1993-1994 that is the anomaly and the outlier, they say--and they have a point. An interesting quote. I wholeheartedly agree that the free market is not the proper venue for handling health care. I disagree with the premise that fewer health care activities is the answer to anything other than perhaps if one posits we all live too long.

First of all, it is always implied in the fewer argument that our health care problems are akin to the welfare queens and their Cadillac's problem so expertly utilized by former President Reagan. This is a red herring. Is there abuse, waste, unnecessary spending in the health care arena? Absolutely! Is there abuse, waste, unnecessary spending in all things provided through the free market? Absolutely! The free market thrives on excess. Innovation is not driven by a demand for more and better, it is driven by a need to sell more and make more profits. In most cases if the demand is not there to begin with, the advertising medium will be used to create the demand.

Medical research, the development of “rocket science” equipment, life enhancing medications, all have been influenced by the free market through the demand for finding cures or earlier diagnoses or eliminating discomforts. At the same time much of the initial impetus was due to scientists and doctors seeking answers, funded greatly by the government, with a desire to extend science. The latter activity I doubt will wane if health insurance funding moves away from the free market.

There is a greater awareness of serious illness in today’s populace. That awareness often drives a somewhat hysterical response to symptoms that might have been overlooked in another era. Is my backache merely age, the result of overdoing or could it be signs of an aortic aneurism? For our generation, grandma was just experiencing old age senility; today grandma very likely has Alzheimer’s.

Insurance, by definition, is something I buy to provide for expenditures that I don’t wish to pay for from my earnings. Expenditures that quite often could exceed my ability to pay and cause a loss of everything I have saved or invested. Since I bought that insurance it behooves me to use it and not discount aches and pains or health anomalies as merely minor inhibiting events. I can easily ascertain the value and utility of a Plasma TV versus an LCD TV; a Chevy versus a Ford; a side by side refrigerator versus a freezer top model. I cannot know for sure whether my health symptoms portend a more serious problem.

If we are to continue valuing life and nurturing our desire to extend it as long as possible, health insurance will remain a necessity. Given that and the fact that our health is contained in a universe most of us have little knowledge of, we are required to take advantage of the experts and technology available to us. The tests for discovering an aortic aneurism cost just a few thousand dollars. Intravascular surgery to correct it can cost upwards to $100, 000. Should we perhaps go right to surgery and save the testing expenditures?

The fewer arguments are posited by theoreticians from a cold, uninvolved perspective, looking only at the economics of the issue. Those arguments are usually supported by folks who have not faced life threatening /altering health problems or by insurance companies who would love all of us to police our expenditures, thereby providing them more profits, to say nothing of executive bonuses.

Single payer, universal health insurance is the correct answer.
